Why is a sitting president going out of his way to openly criticize the "other" parties plans for a better America?

The president is the Commander in Chief. He is the leader of the free world. He is supposed to be a shining light in the otherwise grey and sometimes partisan politics. He is a leader. Why then is he so worried about a Republican plan to answer the calls of a large group of Americans to "fix" what they feel is wrong with Washington?
The TEA Party already takes it on the chin, by the left leaning media, because they think citizens should have more personal freedom and responsibility and that the Federal Government should have less. Crazy idea, I know.
If the people can vote into power a legislature that can provide what they are looking for in a government, then why is the leader of our country fighting it? If by Constitutional methods the American voter puts the Republicans and Tea Party candidates in Washington to begin correcting the problems they view as important, why is a sitting president fighting the will of the people?
I can understand him being concerned. He has every right, as a citizen to be worried. He can talk about what he wants to do, what he feels are the answers, but where is the change? Where is the new political environment? Where are the answers? Not the continual finger pointing.

It's those evil rich people!!
It's those evil oil companies!!
Really? That is all you have as the leader of our country? You might as well be standing on a deserted school yard yelling at the wall. Grow up, take a breath and become a leader.
In the end, I know he has fought the will of the people before, so I should not be surprised, but I am.
